Tender Description
This tender invites firms to provide consultancy services including design and Resident Engineer (RE) supervision for various works across Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Ormara, Turbat, Taxila, and Kamra. The Military Engineer Services under the Engineer-in-Chief Branch at GHQ Rawalpindi seeks experienced contractors with proven credentials in construction, electrical, mechanical, and plumbing works to participate in this pre-qualification process.
The scope covers detailed design and supervision tasks requiring firms to submit comprehensive work orders, project locations, and completion certificates. The projects span multiple cities, each presenting unique engineering challenges such as diverse climatic conditions and logistical complexities. Firms must demonstrate technical expertise and a strong track record in managing multidisciplinary engineering projects within Pakistan.
Applicants must be enlisted with the Pakistan Engineering Council (PEC) in Category C-2 or above, valid until June 2026, and preferably enlisted with MES in Category A. Non-enlisted firms must provide a refundable 2% bid security. Compliance with FBR and ATL requirements for the fiscal year 2025-26 is essential. Firms should ensure no outstanding DI&E recoveries and no special reports against them, maintaining a clean record for eligibility.
The submission deadline is set for 17 April 2026, with bids to be received by 1130 hours and opened at 1200 hours on the same day at the Engineer-in-Chief's Branch, GHQ Rawalpindi. Interested firms should prepare their technical and financial documentation carefully, adhering to the specified criteria and timelines.
