Consultancy Services for Feasibility Study and Detailed Design for Mansehra–Naran–Jalkhad–Chilas (MNJC) Expressway (Approximate Length 200 KM)

The National Highway Authority (NHA) is inviting proposals from qualified international consultants or engineering organizations for the provision of consultancy services related to the feasibility study and detailed design of the Mansehra–Naran–Jalkhad–Chilas (MNJC) Expressway, which spans an approximate length of 200 kilometers. This is a significant infrastructure project aimed at enhancing connectivity and transport efficiency in the region. The consultancy scope includes comprehensive feasibility analysis, technical studies, and preparation of detailed engineering designs as per Pakistan Engineering Council Bye-Laws. Items being procured: - Consultancy Services for Feasibility Study and Detailed Design for Mansehra–Naran–Jalkhad–Chilas (MNJC) Expressway (Approximate Length 200 KM) The RFP document can be downloaded free of cost from the NHA website (www.nha.gov.pk) or obtained from the office of General Manager (P&CA), NHA-HQ, Islamabad, upon written request and payment of Rs. 1,000 (non-refundable). A pre-proposal conference will be held on August 27, 2026 at 1100 hours at the NHA-HQ office in Islamabad, with the option for remote participation. Proposals must be submitted in sealed envelopes, clearly marked with the project title, to the office of General Manager (P&CA), NHA-HQ, 28-Mauve Area, Sector G-9/1, Islamabad, by September 30, 2026 till 1130 hours. Technical proposals will be opened the same day at 1200 hours. Only technically qualified firms will have their financial proposals opened after evaluation. Eligibility criteria are detailed in the RFP. Firms must be registered with the Pakistan Engineering Council and comply with PPRA rules. All firms are strongly advised to register on the EPADS (PPRA) portal at www.eprocure.gov.pk, as hard copy submissions will be phased out in future procurements.
