Consultancy Services for Feasibility Study and Detailed Design for Upgradation of Road Network in Gilgit-Baltistan to Promote Tourism

The National Highway Authority (NHA) invites reputable engineering consultants to provide consultancy services for a comprehensive feasibility study and detailed design for upgrading the road network in Gilgit-Baltistan. This project aims to promote tourism by improving connectivity on key routes including Astore to Chilam Chowki, Deosai to Skardu Road, Skardu to Khaplu Road, and others totaling approximately 446 kilometers. The scope includes techno-economic feasibility analysis and detailed engineering design for roads, some of which are under construction. Consultants must have valid Pakistan Engineering Council (PEC) registration in the relevant category and be enlisted on the active Tax Payer List of the Federal Board of Revenue (FBR). Experience in similar large-scale road infrastructure projects is essential. The RFP documents are available free of cost from the NHA website or can be purchased from the General Manager (P&CA) office at NHA Headquarters Islamabad. The submission deadline for sealed proposals is 30th June 2026 at 11:30 AM, to be delivered at the NHA-HQ Auditorium. Technical proposals will be opened the same day at 12:00 PM. Bidders should ensure their proposals strictly follow the instructions in the RFP, including submission in hardbound form to prevent any alterations. Earnest Money in the form of a CDR may be required as per RFP guidelines.
