Tender Description
State Life Insurance Corporation of Pakistan (SLIC) invites bids for consultancy services related to IFRS-17 dry run and support in preparation of IFRS-17 financial statements for the year 2027. This tender is specifically for firms registered in UAE with expertise in actuarial, accounting, and IFRS-17 implementation services. The scope covers all statutory funds and insurance portfolios of SLIC including Pakistan and overseas operations through its UAE branch in Dubai.
Items being procured:
- IFRS-17 & IFRS-9 Dry Run
- Preparation support for IFRS-17 & IFRS-9 financial statements for Q1 2027
- Preparation support for IFRS-17 & IFRS-9 financial statements for Q2 2027
- Preparation support for IFRS-17 & IFRS-9 financial statements for Q3 2027
- Preparation support for annual IFRS-17 & IFRS-9 financial statements for 2027
The consultancy includes hands-on knowledge transfer to SLIC's IFRS-17 team, covering model workings, calculations, assumptions, data processing, reconciliations, disclosures, and financial reporting. The objective is to enable SLIC to independently operate the models and prepare future financial statements. The contract period extends through the submission and acceptance of 2027 annual financial statements, with possible renewal upon mutual consent.
Eligibility requires UAE registration, experience with at least five life insurance companies on IFRS-17 implementation, minimum 10 actuaries, and a registered branch/subsidiary in Pakistan. Bid security of USD 5,000 is required. Bidders must submit technical and financial proposals physically by 26-10-2026 before 11:00 AM UAE time at the SLIC office in Dubai.
The pre-bid meeting is scheduled for 19-10-2026 at 11:00 AM UAE time at the SLIC Dubai office and online. Bids will be opened on 26-10-2026 at 11:30 AM UAE time. The procurement method is Single Stage One Envelope bidding. Payment will be made in US Dollars as per milestones.
Bidders are advised to carefully review the tender documents available on www.ppra.org.pk and www.statelife.com.pk. Earnest Money, bid security, and compliance with PPRA rules are mandatory. Late or incomplete bids will be rejected. One practical tip: Ensure all eligibility documents and UAE registration certificates are complete and attached to avoid disqualification during technical evaluation.
This tender offers a significant opportunity for qualified actuarial and accounting firms to support a major insurance corporation in Pakistan and UAE with IFRS-17 compliance and reporting.
