Tender Description
The Ministry of Housing & Works, through its Estate Office Management in Islamabad, invites qualified consultancy firms to provide services for Integrated National Urban Regeneration covering Islamabad and other major cities of Pakistan. This consultancy aims to develop comprehensive urban regeneration plans that address sustainable development and urban renewal challenges.
Items being procured:
- Consultancy services for integrated national urban regeneration in Islamabad
- Consultancy services for urban regeneration in other major cities of Pakistan
The scope requires firms with valid registration from Pakistan Engineering Council (PEC) and Pakistan Council of Architects and Town Planners (PCATP) up to 30-06-2027, possessing relevant fields of specialization, and valid Income Tax (NTN) and Sales Tax registration with FBR. The procurement will follow a Quality & Cost Based Selection (QCBS) method under a Single Stage Two Envelope (SSTE) bidding procedure. Bidders must be 'post-qualified' based on technical proposals.
A pre-bid meeting is scheduled for 30-11-2026 at 2:00 PM in the Committee Room of Estate Office Management, 8th Floor, Shaheed-e-Millat Blue Area, F-6/1, Islamabad. Proposals (technical and financial) must be submitted electronically via e-PADS (https://eprocure.gov.pk) by 07-12-2026 at 2:00 PM. Technical proposals will be opened the same day at 2:30 PM. E-tenders without bid security equal to the earnest money will be rejected.
Interested bidders can download the RFP and TORs from e-PADS, PPRA website (www.ppra.org.pk), or Estate Office Management website (www.estate-office.gov.pk) free of cost. Financial proposals of only technically responsive and qualified firms will be opened later. All applicable federal and provincial taxes must be included in the financial proposal.
The Estate Office Management reserves the right to reject any or all bids as per PPRA rules. The issuance of work order is subject to approval of competent authority. Bidders are advised to carefully prepare their proposals and ensure timely submission.
A practical tip for bidders: Ensure your PEC and PCATP registrations are valid beyond the bid submission date and that your technical proposal strictly follows the RFP instructions to avoid disqualification.
