Tender Description
The National Insurance Company Limited (NICL) invites qualified engineering consultancy firms to provide comprehensive consultancy services for the redevelopment of Shah Din Building located in Lahore. This project aims to transform a heritage property into a modern, functional, and economically viable office and commercial facility. The scope includes feasibility studies, detailed architectural, structural, mechanical, electrical, and plumbing designs, statutory approvals, tendering support, and construction supervision. The consultancy will cover site surveys, structural condition assessments, geotechnical investigations, and preparation of detailed design documents including MEP and sustainability features such as solar PV integration and rainwater harvesting.
Eligible bidders must have a minimum of five years' experience in engineering consultancy services, valid PEC and/or PCATP registrations, and must be active taxpayers with FBR or provincial tax authorities. Firms should have completed at least five similar projects and maintain an office in Lahore. The procurement follows the Least Cost Based Selection (LCBS) method under the Public Procurement Rules, 2004. The technical bid must be submitted online via EPADS v2.0 by the deadline of June 11, 2026, 05:00 PM, with a bid security in the form of a pay order.
The consultancy team should include qualified architects, structural, electrical, mechanical engineers, quantity surveyors, and procurement specialists. The contract period is two years with penalties for delays beyond specified timelines. Bidders are advised to carefully review the detailed terms of reference and ensure compliance with all submission requirements. A practical tip for bidders is to register early on EPADS v2.0 and thoroughly prepare the technical proposal to meet all eligibility and evaluation criteria to avoid disqualification.
