Tender Description
The National Highway Authority (NHA) Islamabad is procuring consultancy services for hiring a Structural Expert specialized in the design and review of bridge structures. This consultancy is critical for ensuring the structural integrity and safety of highway and motorway projects across Pakistan. The expert will be responsible for design review, independent analysis, in-house design, condition assessment, remediation, and load capacity enhancement of various highway structures including bridges, culverts, tunnels, flyovers, and retaining walls.
The scope includes critical evaluation of designs submitted by external consultants, optimization of designs for robustness and economy, and compliance with relevant standards such as AASHTO LRFD, West Pakistan Code of Practice for Highway Bridges, Pakistan Building Code, ASTM, and ACI. The consultant must be registered with the Pakistan Engineering Council (PEC) and have extensive experience in highway structure design, including advanced bridge types like box girder, cable stayed, and suspension bridges.
Eligibility requires a minimum PEC registration, relevant academic qualifications (B.Sc. Civil/Structural Engineering with preference for M.Sc. or Ph.D.), and at least 20 years of total experience with 15 years specific to design and review of highway bridges. Candidates must submit a technical and financial proposal with all required documentation including CNIC, degrees, experience certificates, affidavits, and technical forms. The technical bid will be evaluated on qualifications, experience, and interview performance with a minimum 70% score required.
The tender will be published by the National Highway Authority, located at 28-Mauve Area, G-9/1, Islamabad. The submission deadline is **28th July 2026 at 11:30 AM** at the NHA Main Auditorium. Proposals must be submitted in sealed envelopes clearly marked as Technical and Financial Proposals. Earnest Money and CDR requirements apply as per PPRA rules. The validity of proposals is 270 days from submission.
