Tender Description

The National Highway Authority (NHA) is seeking consultancy services for a Third Party Monitoring Agent (TPMA) to oversee the Environmental and Social Management of the Khyber Pass Economic Corridor (KPEC). This consultancy is critical for ensuring compliance with environmental and social safeguards during the project implementation phase in the Khyber Pass region. The scope of work includes conducting site inspections, independent environmental and social verifications, regulatory compliance checks against national and international standards, and assessing mitigation measures proposed in Environmental and Social (E&S) documents. The consultant will also evaluate grievance redress mechanisms, conduct air, noise, and water quality assessments, monitor biodiversity impacts, and prepare monitoring and reporting documents. Additionally, the consultant will review compliance with C-ESIA and C-ESMPs requirements, track corrective action plans, draft independent monitoring review reports, and collaborate with multidisciplinary E&S consultants under donor-funded projects. Eligible firms must demonstrate strong technical competence with proven experience in at least three relevant projects over the past ten years. They should provide a comprehensive company profile, including key experts, corporate capacity, and a clean track record. Regional experience in Khyber Pakhtunkhwa or Afghanistan is required, along with general experience of at least seven similar consulting projects in the last decade. Submission of detailed annexures and documentary evidence is mandatory. The submission deadline is **30th June 2024**. Interested consultants should prepare their Expression of Interest (EOI) carefully, ensuring all required documents, annexures, and letters are complete and properly ordered. The EOI must be concise and well-formatted, following the World Bank Procurement Regulations for IPF Borrowers July 2016 Revised November 2017. A practical tip for bidders is to pay close attention to the annexure requirements and ensure all supporting documents are attached in the correct sequence. Incomplete or misplaced information will lead to disqualification. Early preparation of the EOI and thorough review against the evaluation criteria will enhance the chances of shortlisting.
