Tender Description
The National Highway Authority (NHA) under the Ministry of Communications, Government of Pakistan, invites expressions of interest from eligible consulting firms for consultancy services related to the M-6 Motorway Development Project (Section-3) covering the Nawabshah to Naushehro Feroz section spanning 64.61 km. The consultancy assignment involves Third Party Environmental and Social Monitoring and Reporting for this motorway section.
Items being procured:
- Consultancy Services for Third Party Environmental and Social Monitoring and Reporting for Section-3 of the M-6 Motorway Development Project
The consulting services include monitoring and reporting on environmental and social aspects as per the detailed Terms of Reference (TORs) attached to the request for expression of interest (REOI). The assignment is planned for a 30-month implementation period starting January 2027. Interested firms must demonstrate relevant qualifications, experience in similar assignments, availability of skilled staff, and compliance with OPEC Fund procurement principles. Key experts will not be evaluated at the shortlisting stage.
Eligibility requires firms to meet the criteria outlined in the EOI template available on the NHA website (www.nha.gov.pk). Consultants may form joint ventures or sub-consultancies but must clearly specify the nature of association. Selection will follow the Quality and Cost Based Selection (QCBS) method as per OPEC Fund procedures dated July 2024.
A pre-submission meeting is scheduled for September 11, 2026, at 12:00 PM in the NHA Auditorium. Expressions of Interest must be submitted in written form (in person, by mail, or encrypted email) by October 06, 2026, at 11:30 AM Pakistan Standard Time and will be opened the same day at 12:00 PM.
