Consultancy Services for Third Party Monitoring Agent of Environmental and Social Management for Khyber Pass Economic Corridor

The National Highway Authority (NHA) Islamabad invites consultancy firms to provide Third Party Monitoring Agent (TPMA) services for Environmental and Social Management of the Khyber Pass Economic Corridor (KPEC) Project. This consultancy is critical for ensuring compliance with the environmental and social safeguards as outlined in the project’s Terms of Reference (TOR). The contract is initially for one year, renewable based on satisfactory performance and project requirements. Items being procured: - Consultancy services for Third Party Monitoring Agent (TPMA) of Environmental & Social Management of Khyber Pass Economic Corridor (KPEC) The consultant will focus on monitoring all Environmental & Social (E&S) parameters derived from the project’s E&S documents listed in the TOR. The scope includes periodic monitoring, reporting, and coordination with NHA to ensure compliance with World Bank guidelines and national regulations. The assignment requires a firm with proven experience in environmental and social safeguards monitoring, preferably with prior work on large infrastructure projects financed by international development agencies. Eligible firms must demonstrate relevant qualifications, experience, and capacity to perform the consultancy services. The Expression of Interest (EOI) template, including Qualification and Evaluation Criteria and detailed TOR, is available on the NHA website www.nha.gov.pk. Firms should be registered with FBR and ATL and meet any PEC requirements applicable to consultancy services.
