Design, Build, Finance, Operate, Maintain and Transfer Carbon Offset Project - Afforestation, Reforestation and Revegetation in Balochistan

The Balochistan Public-Private Partnership Authority (BPPPPA) invites sealed proposals from qualified national and international bidders for the Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) Carbon Offset Project focused on Afforestation, Reforestation and Revegetation (ARR) in Balochistan. This project covers approximately 34,351 hectares of degraded coastal mangrove ecosystems along the coastline of Balochistan in the districts of Gwadar, Hub, and Lasbela. Items being procured: - Design, Build, Finance, Operate, Maintain and Transfer of Balochistan Carbon Offset Project (BCOP) under a Public-Private Partnership framework for 46 years (03 Years Development Phase and 43 Years Operations & Maintenance Phase). The project aims to harness global carbon markets under international standards such as Verra VM0033 ARR Methodology and Paris Agreement Article 6 mechanisms, targeting an estimated cumulative carbon credit of 17 Million tCO2e with a projected gross revenue potential of USD 707.355 Million. The initiative also focuses on delivering coastal resilience and socio-economic co-benefits including green jobs, sustainable fisheries, and community development. Bidders must submit one comprehensive proposal with a Technical Proposal (1 original + 4 hard copies + 1 soft copy in USB) and a Financial Proposal in separate sealed envelopes within a single outer envelope clearly marked with the project title. The procurement process follows the Single-Stage Two-Envelope bidding procedure under International Competitive Bidding (ICB). Eligibility requires meeting the Basic Eligibility Criteria as provided in the RFP. A Bid Security of PKR 100 Million in the form of a bank guarantee from a scheduled bank in Pakistan or a foreign bank counter guaranteed by a scheduled bank in Pakistan is mandatory, enclosed within the Technical Proposal. Proposals must follow the prescribed formats; non-compliance may lead to disqualification. The Pre-Bid Meeting is scheduled for October 28, 2026, at 12:00 pm PST, with details shared upon email request. The Bid Submission Deadline and Opening Date is November 25, 2026, at 11:00 AM PST and 11:30 AM PST respectively, at the address of the Conservator of Forests Coastal Circle, Forest Complex at Uthal, Lasbela.
