Design, Financing, Supply, Installation, Testing, Commissioning, Operation & Maintenance of 1 MW Solar Photovoltaic Power System with 1 MWh Battery Energy Storage System at Pakistan Sports Complex Islamabad

Pakistan Sports Board Islamabad invites bids through EPADS from firms registered with Pakistan Engineering Council (PEC) in category C-4 with code E-11 (Solar Works) valid upto 30th June 2027 for the design, financing, supply, installation, testing, commissioning, operation and maintenance of a 1 MW Solar Photovoltaic Power System with 1 MWh Battery Energy Storage System (BESS) using shed and carport structure at ratio 70:30 at Pakistan Sports Complex Islamabad under a 15-year fixed-tariff Power Purchase Agreement (PPA) model. Items being procured: - 1 MW Solar Photovoltaic Power System - 1 MWh Battery Energy Storage System (BESS) - Shed and Carport mounting structures - Electrical wiring, inverters, monitoring and control systems - Civil works for mounting structures The project includes complete design, supply, installation, testing, commissioning, operation and maintenance of the solar PV system and BESS with detailed technical specifications including Tier-I mono-PERC modules, high efficiency inverters, hot-dip galvanized mounting structures, copper cables with XLPO insulation, protection devices, and online real-time monitoring system. The system shall be installed at Pakistan Sports Complex Islamabad. Eligible bidders must be registered with PEC in category C-4 with code E-11, have valid NTN and ATL registration, and must not be blacklisted by any government or autonomous body. Earnest money of Rs. 6 million is required in the form of bank draft, pay order or CDR in favor of Director General Pakistan Sports Board. Technical and financial proposals must be submitted electronically via EPADS. Manual submissions will not be accepted. Key dates include bid submission and opening on 15th November 2026 at 1100 and 1130 hours respectively. A pre-bid meeting will be held on 30th October 2026 at 1100 hours in the Committee Room PSB. Bidders are advised to visit the site for better understanding of field conditions. The contract includes a 15-year PPA with fixed tariff, performance security of Rs. 30 million, and detailed terms for operation, maintenance, and transfer of the system at the end of the term.
