Tender Description
Pakistan State Oil Company Limited (PSO) invites qualified contractors to submit quotations for a comprehensive detailed survey, technical assessment and evaluation of earthing systems at 55 CF/CORO sites located in Lahore, Gujranwala and Sahiwal Divisions. This assignment involves a thorough physical and technical survey of existing earthing pits, electrodes, chambers, conductors, equipment earthing points, electrical panels, transformers, generators, fuel dispensing units, underground storage tanks, lightning protection systems, and other metallic structures requiring grounding.
Items being procured:
- Assessment of Earthing Systems at 55 CF/CORO sites
- Comprehensive site survey including earth pits, electrodes, conductors, equipment points
- Earth resistance testing using calibrated instruments
- Inspection and health assessment of earthing pits/bores
- Verification of earthing network continuity and interconnection
- Earthing cable/conductor inspection
- GPS-enabled photographic evidence for each tested point
- Preparation of site-wise earthing inspection reports and layout drawings
- Identification and tagging of earthing points with six-month validity
- Detailed BOQ and cost estimates for rectification works
- Final consolidated technical assessment report
The scope requires use of third-party calibrated earth resistance testing instruments with valid calibration certificates. Testing methodologies include fall-of-potential, 3-point/4-point earth resistance testing, and clamp-on testing where justified. The contractor must ensure earth resistance values below 5 ohms unless stricter PSO standards apply. Physical continuity and connectivity of earthing conductors must be verified alongside resistance measurements.
Eligibility criteria include minimum 3 years of relevant experience in electrical earthing, grounding, electrical testing or related fields, with proven track record of at least 3 similar assignments. The contractor must deploy qualified electrical engineers and testing technicians with appropriate certifications and experience. All testing equipment must have valid calibration certificates.
The assignment requires strict adherence to PSO HSE requirements, coordination with PSO divisional engineers and site management, and minimal disruption to retail operations. The contractor is responsible for accuracy of all readings, GPS data, photographs, drawings, and reports. PSO reserves the right to independently verify test results and reject non-compliant submissions.
The completion period is 130 days from purchase order issuance, with a penalty of PKR 1000 per day for delays beyond this period. All deliverables must be submitted in editable and PDF formats with proper indexing.
Bidders should submit their quotations by **04 November 2026**. The submission must include all costs for mobilization, transportation, labor, testing, documentation, and warranty obligations. Valid NTN and GST/PRA registrations are mandatory.
A practical tip for bidders: Ensure your testing instruments are calibrated by accredited labs and submit calibration certificates upfront to avoid delays. Proper tagging and GPS-enabled photographic evidence are critical for report acceptance.
This tender is a valuable opportunity for firms specializing in electrical earthing and testing services to work with Pakistan State Oil Company Limited in Karachi, Sindh province.
