Tender Description
The Women Development Department, Government of Sindh, Karachi, is procuring professional consultancy services for the development of a comprehensive E-Commerce platform aimed at empowering women entrepreneurs across Sindh. This project includes the design and development of a B2B and B2C web portal, along with Android and iOS mobile applications, to facilitate direct online sales and business interactions for women artisans and producers.
The technical scope covers the creation of a user-friendly website with advanced features such as AI and ML integration, cloud storage, secure payment gateways, multi-language support (Urdu, Sindhi, English), and mobile commerce capabilities. The mobile applications will mirror the website's functionalities, optimized for low-bandwidth environments to ensure accessibility in rural and semi-urban areas. Additionally, tutorial videos in multiple languages and accessible formats will be produced to assist women in using the platform effectively.
A critical component of the project is the mobilization of communities through capacity-building trainings and awareness campaigns. The mobilization team will engage women in rural districts, establish women's working groups, and facilitate registration and product uploading on the portal. The project also includes a robust publicity campaign using print, electronic media, and social media platforms to maximize outreach.
Eligible consultants or joint ventures must demonstrate relevant experience with a minimum of five years in IT and software development, hold certifications such as ISO/IEC 9001 and ISO 27001, and have completed similar projects valued at least PKR 30 million each. The team should include qualified professionals such as project managers, AI developers, web and mobile developers, trainers, and quality assurance experts. Firms must be registered with FBR and ATL and provide audited financial statements.
The tender documents can be obtained from the Additional Secretary, Women Development Department, 1st Floor Old KDA Building Sindh Secretariat, Karachi, or downloaded from https://portalsindh.eprocure.gov.pk/#/ upon payment of a non-refundable fee of Rs. 5000. Technical and financial proposals must be uploaded on the same portal by 8th June 2026 at 01:30 PM. The technical bids will be opened on the same day at 02:30 PM at the Directorate of Women Development Department, 9th floor, State Life Building, Zainab Market, Saddar, Karachi.
A practical tip for bidders is to ensure all proposal pages are signed, stamped, and sequentially numbered by authorized representatives to avoid disqualification. Also, submitting a comprehensive technical proposal addressing all TOR requirements and demonstrating clear methodology and team capacity will enhance evaluation scores.
