Tender Description
The National Highway Authority (NHA) is seeking consultancy services for the development of a Digital Project Management Platform as part of the AIIB-financed reconstruction of National Highway N-5 under Pakistan's Resilient Recovery Rehabilitation and Reconstruction Framework Project. This procurement is aimed at engaging a qualified consulting firm or consortium with expertise in BIM, GIS, software development, and transportation engineering to deliver a comprehensive digital solution that supports project management and supervision of road construction and rehabilitation works.
The scope includes the design and implementation of a platform integrating BIM and GIS technologies, web interface development, and supervision tools for road works. The consultant must demonstrate relevant experience with at least three projects each in GIS digitization, BIM, web interface development, and road construction supervision completed in the last ten years. International experience and prior involvement in IFI-funded projects will be preferred.
Eligible bidders should be registered firms with valid PEC categories and FBR/ATL registration. Joint ventures and sub-consultancies are allowed, provided a signed agreement is submitted. The technical bid must include detailed information on permanent staff expertise, project experience, and organizational structure. Earnest Money and CDR requirements will be specified in the RFP stage.
Key submission deadlines and addresses will be provided upon shortlisting. Interested firms should prepare their Expression of Interest (EOI) carefully following the prescribed format and annexures. The evaluation will be based on firm registration, specialized staff, technical experience, and IFI-funded project experience.
A practical tip for bidders is to ensure all supporting documents, including JV agreements and project completion certificates, are complete and properly organized. Incomplete or misplaced information will result in zero evaluation scores. Attention to detail in the EOI submission can significantly improve chances of shortlisting for the next stage.
