Tender Description

Sukkur Electric Power Company (SEPCO) invites bids for the disposal of unserviceable and scrap materials including ACSR conductor scrap (off size) and condemned vehicles located at Regional Stores in Rohri and Larkana, Sindh. This procurement is specifically managed by the Material Management Directorate of SEPCO Sukkur. The disposal is conducted on an 'As is Where is' basis through the e-Pak Acquisition and Disposal System (EPADS) version 2.0, ensuring transparency and ease of electronic bidding. The technical scope includes the sale of approximately 31,000 Kg of scrap at Rohri and 20,998 Kg at Larkana, comprising off-size ACSR conductor scrap and other unserviceable materials. Bidders must physically inspect the materials at the specified regional stores during office hours to verify condition and quantity before submitting bids. The sale is item/lot wise, and the highest responsive bidder for each lot will be awarded the contract. Eligibility criteria require bidders to be registered with the Federal Board of Revenue (FBR) and listed on the Active Taxpayer List (ATL). Submission of an affidavit, valid bid security in the form of CDR, Pay Order, or Bank Guarantee from a scheduled bank, and compliance with all terms and conditions are mandatory. The bid security must be valid for 150 days from the tender opening date. Bidders should also have sufficient financial stability and resources to lift the scrap within the stipulated period. The last date for bid submission is 29th June 2026 by 10:30 AM, with bid opening scheduled for the same day at 11:00 AM. Bids must be submitted electronically via EPADS v2.0; manual bids will not be accepted. Hard copies of bidding documents must also be submitted to the Manager Material Management SEPCO Sukkur before the deadline. The successful bidder must deposit the full payment within 21 working days of the Letter of Acceptance issuance. A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully follow the security protocols when visiting the stores for inspection. Overwriting or conditional bids will be rejected, so submit clear and final offers. Compliance with all tax and safety regulations is essential to avoid disqualification or penalties.
