Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at Warehouse CKM & Disposal Store Fazaiya and Regional Store Shalamar in Lahore. This procurement is specifically for the sale of scrap materials including ACSR Lynx dismantled conductor with hardware and iron scrap from structures and trollies. The items are offered on an 'As is Where is' basis, and interested bidders are encouraged to inspect the scrap during office hours to assess the condition and quantity before submitting their bids.
The technical scope covers the removal and lifting of scrap materials from LESCO stores under strict supervision. Bidders must comply with all safety protocols and provide necessary PPE for labor involved in lifting. The lifting period is 21 working days from the issuance of the work order, with penalties for delays. Sub-contracting is not allowed, and bidders must submit a fixed bid security in PKR as specified in the bidding documents. The bidding process follows a single stage one envelope procedure under PPRA Rules 2004.
Eligibility criteria require bidders to be registered with FBR, have an active ATL status, and provide NTN certificates along with income tax returns for the last fiscal year. Bid security must be submitted in acceptable forms such as Deposit at Call, Pay Order, or Bank Guarantee from scheduled banks. Bidders must also submit an undertaking regarding non-blacklisting and compliance with public health, safety, and environmental regulations.
The submission deadline is strictly enforced, and late bids will not be considered. Bidders should submit their original bid security to the office of the Chief Engineer (Material Management) at LESCO HQ, 22-A Queens Road, Lahore. The bid validity period is 120 days from the opening date. Successful bidders must deposit 100% payment within 21 working days of the Letter of Acceptance issuance.
