Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items lying at its Regional Store Shalamar, Lahore. This procurement is managed by the Chief Engineer (Material Management) at LESCO HQ, Lahore. The disposal is conducted under National Open Competitive Bidding using a Single Stage One Envelope procedure as per PPRA Rules-2004 amended to date through E-PADS (version 2.0).
Items being procured:
- Meter Scrap P.C / Non-P.C Broken unserviceable (90,000 Kg)
The scrap material is located at LESCO Stores and will be sold on an 'As is Where is' basis. Interested bidders are encouraged to visit and inspect the scrap during office hours on working days to assess the condition and quantity before submitting bids. The disposal includes meter scrap that is non-functional and broken, requiring bidders to arrange their own lifting, transportation, and labor at their own cost. The lifting must be completed within 21 working days from the issuance of the Work Order, under supervision of LESCO's nominated committee.
Eligibility criteria require bidders to be registered with FBR, have an active ATL status, and provide NTN certificates along with income tax returns for the last fiscal year. A fixed Bid Security must be submitted as per the bidding documents, and bidders must submit an undertaking confirming they are not blacklisted and will comply with all public health, safety, and environmental regulations.
The bid security must be in PKR and can be in the form of Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from specified scheduled banks. The bid validity period is 120 days from the opening date. Bidders must submit their original bid security to the office of Chief Engineer (MM) LESCO HQ before the bid submission deadline.
The successful bidder will be required to deposit 100% payment inclusive of all applicable taxes within 21 working days of the Letter of Acceptance (LOA). Failure to lift the scrap within the stipulated time will result in a penalty of 1% of the bid amount per day. Sub-contracting is not allowed, and the contractor is responsible for any damages or mishaps during lifting.
The submission deadline is 23:59:59 on 30th July 2026. Bids must be submitted electronically via E-PADS (version 2.0) at www.eprocure.gov.pk. The original bid security must be physically submitted to LESCO HQ Lahore before the deadline.
