Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at its Regional Store Shalamar, Lahore. This procurement is managed by the Chief Engineer (Material Management) at LESCO HQ, Lahore. The disposal is conducted under National Open Competitive Bidding using a Single Stage One Envelope procedure as per PPRA Rules-2004.
Items being procured:
- Iron scrap of Structures, Trollies etc. (100,000 Kg)
The scrap materials are available for inspection during office hours on working days at the specified LESCO stores. The disposal is on an 'As is Where is' basis, and bidders are encouraged to visit the site to assess the condition and quantity of the scrap before submitting their bids. The successful bidder will be required to lift the allotted scrap within 21 working days from the issuance of the Work Order, under supervision of a LESCO nominated committee. Sub-contracting is strictly prohibited.
Eligibility criteria include registration with FBR, active ATL status, submission of fixed bid security as specified, and an undertaking regarding non-blacklisting and compliance with public health, safety, and environmental regulations. Bidders must submit a Bid Security in PKR in the form of Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from specified banks. The bid security must be valid for 30 days beyond the bid validity period of 120 days.
The bidder must submit 100% payment inclusive of all applicable taxes within 21 working days of the Letter of Acceptance (LOA). Failure to lift the scrap on time will result in a penalty of 1% of the bid amount per day. The contractor is responsible for all transportation, labor, and safety compliance including provision of PPE to workers. Any damage to LESCO property or personnel due to negligence will be the contractor's responsibility.
The submission deadline and bid opening date is 2026-07-23 at 11:00 AM. Bids must be submitted electronically via E-PADS (Version 2.0) at www.eprocure.gov.pk. Original bid security must be submitted physically to the office of Chief Engineer (MM) LESCO HQ before the deadline.
A practical tip for bidders: Thoroughly inspect the scrap material at the LESCO stores during office hours to accurately assess the quantity and condition. This will help in preparing a competitive and realistic bid, avoiding surprises during lifting and payment stages.
