Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at the Regional Store Shalamar, Chichoki Mallian. This tender is specifically for the disposal of dismantled conductor (U/S) ACSR Lynx with a quantity of 70,000 kilograms. The disposal will be conducted on an 'As is Where is' basis, and interested bidders are encouraged to visit the stores during office hours to inspect the scrap material and assess its condition before submitting their bids.

The scope includes lifting the scrap material from LESCO stores at the bidder's own cost, including transportation and labor. The lifting must be completed within 21 working days from the issuance of the Work Order under the supervision of LESCO's nominated committee. Sub-contracting is not allowed. Bidders must comply with safety SOPs and provide necessary PPE to labor involved. The contractor is responsible for any mishaps during lifting. The scrap will be weighed in the presence of LESCO's Release Committee before lifting.
Eligibility criteria require bidders to be registered with FBR, have an active ATL status, and provide a fixed bid security as specified. Bidders must submit an undertaking confirming they are not blacklisted and will comply with all public health, safety, and environmental regulations. The bid security must be submitted in acceptable forms such as Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from scheduled banks.
The bid validity period is 120 days. The highest evaluated bidder will be issued a Letter of Acceptance (LOA) and must deposit the payment within 21 working days. Failure to lift the scrap within the stipulated time will result in a penalty of 1% of the bid amount per day. LESCO reserves the right to blacklist defaulters.
The submission deadline is strictly enforced, and late bids will not be considered. Bidders should submit their original bid security to the office of Chief Engineer (MM) LESCO HQ before the deadline. The bidding process will be conducted through E-PADS (Version 2.0) at www.eprocure.gov.pk.
A practical tip for bidders: Visit the store early to inspect the scrap material thoroughly and understand the lifting logistics. This will help in preparing a realistic bid and avoid penalties related to lifting delays.
