Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Stores in Lahore, including Shalamar and Walon Sohail, as well as the Chief (IT) Directorate. The disposal includes items such as single phase and three-phase meters and static scrap with plastic covers, offered on an 'As is Where is' basis. Bidders are encouraged to inspect the scrap during office hours to assess the condition and quantity before submitting their bids.
The scope involves lifting and removal of scrap material within 21 working days from the issuance of the Work Order. The contractor is responsible for all transportation, labor, and safety compliance, including providing PPE to workers. The scrap must be lifted under supervision, and sub-contracting is not allowed. The work order will be governed by Pakistani laws, and bidders must comply with all applicable tax and safety regulations.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental protection. Bid security must be submitted in the form of a Call Deposit Receipt or Bank Guarantee from approved banks, valid for 30 days beyond bid validity. The bidding process follows the Single Stage One Envelope procedure under PPRA Rules 2004, amended to date.
The submission deadline is on the 31st of March, 2026, with bid opening scheduled at noon. Bids must be submitted electronically via E-PADS (version 2.0) at www.eprocure.gov.pk, with original bid security delivered physically to the Chief Engineer (MM) LESCO HQ before bid opening. The physical address for submission is Room #312, 3rd Floor, LESCO HQ, 22-A Queens Road, Lahore.
Pro-Tip: Ensure the original bid security is submitted on time and on non-judicial stamp paper of Rs. 500, as failure to comply will lead to bid rejection. Also, carefully review the penalty clauses related to delayed lifting of scrap to avoid financial penalties.
