Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items lying at its Regional Store Shalamar, Lahore. This procurement is managed by the Chief Engineer (Material Management) at LESCO Headquarters, Lahore. The disposal is conducted under National Open Competitive Bidding using a Single Stage One Envelope procedure as per PPRA Rules-2004.
Items being procured:
- Meter Scrap P.C / Non-P.C Broken unserviceable (90,000 Kg)
The scrap material is available for inspection during office hours at the specified store. The disposal is on an 'As is Where is' basis, and bidders are encouraged to visit the site to assess the condition and quantity of the scrap before submitting their bids. The successful bidder will be required to lift the allotted scrap within 21 working days under supervision of LESCO's nominated committee. Sub-contracting is not allowed. The bidder must provide fixed bid security in PKR as specified in the bidding documents, and the bid security must be submitted in original before the bid submission deadline.
Eligibility criteria include registration with FBR, active NTN and ATL status, submission of income tax returns for the last fiscal year, and compliance with all bidding document terms including an undertaking regarding blacklisting and environmental compliance. The bid validity period is 120 days from the opening date. Payment of 100% of the bid amount inclusive of all applicable taxes must be made within 21 working days of issuance of the Letter of Acceptance (LOA).
The bidder is responsible for all lifting, transportation, labor, and safety compliance including provision of PPE to workers. Penalties apply for delayed lifting at 1% of the bid amount per day. The scrap weights will be verified in presence of LESCO's release committee before lifting. The bidder must also comply with LESCO's confidentiality and anti-corruption policies.
The submission deadline and bid opening date is 2026-07-23 at 11:00 AM. Bids must be submitted electronically via E-PADS (version 2.0) at www.eprocure.gov.pk. Original bid security must be delivered to the office of Chief Engineer (MM) LESCO HQ, 22-A Queens Road, Lahore before the deadline.
