Tender Description
This tender invites bids for the establishment of E-Library facilities at the Judicial Complex, District & Sessions Court Matiari, including its Taluka Courts at Hala and Saeedabad, as well as the District and Taluka Bar Associations. The procurement is managed by the District and Sessions Court, Matiari, Sindh, focusing on IT & Office Equipment to modernize legal research infrastructure.
The scope includes supply and installation of computer systems, LCD monitors, wireless keyboards and mice, laser jet and multifunction printers, Wi-Fi routers and adapters, computer tables, revolving chairs, smart 4K UHD TVs, law site subscriptions, conference meeting webcams, headphones, microphones, speakers, UPS backup, and miscellaneous cabling and setup. The equipment must meet specified technical standards such as Intel Core i5 14th Gen processors, 16 GB RAM, 512 GB SSD, and branded peripherals. The installation will be at the Judicial Complex and associated courts in Matiari, with a 30-day completion timeline from order issuance.
Bidders must hold valid registrations with Sindh Revenue Board, FBR ATL status, and Pakistan Engineering Council (PEC) registration where applicable. Compliance with PEC categories and tax obligations is mandatory. The tender requires audited financial statements for the last two years and proof of relevant experience with at least one similar project at 80% of the estimated cost or two projects at 50% each. Earnest Money of 5% of the bid value is required in bank draft/pay order form. The bid validity is 90 days, and the successful bidder must provide a 10% performance guarantee.
Submission is strictly through the SPPRA e-Procurement (ePAD) portal by **14th March 2026 at 11:30 AM**. Bid opening will occur the same day at 12:00 PM at the office of the procurement committee, District & Sessions Court, Matiari.
