Tender Description
This tender invites bids for the procurement and establishment of a fully equipped E-Library for Shahdadpur Court located in Sanghar, Sindh. The District and Sessions Court, Sanghar requires a comprehensive setup including hardware such as Intel Core i5 14th Gen PCs, HP LaserJet all-in-one printer, TP-Link router, ergonomic furniture, a 50-inch Smart 4K UHD TV, and yearly internet and law site subscriptions. The installation and configuration will be completed within 30 days from the purchase order issuance at the court premises or any other notified location.
The scope covers supply, installation, and demonstration of all equipment and software as per specifications. The technical requirements emphasize new and original equipment with a minimum one-year warranty and on-site support. The setup aims to enhance legal research capabilities with access to Pakistan Law Site and PLJ subscriptions, ensuring efficient service delivery at the Shahdadpur Court.
Bidders must be registered with FBR and Sindh Revenue Board, possess valid NTN, GST, and ATL status, and have a minimum annual turnover of PKR 2 million over the last three fiscal years. The tender follows the Single Stage Two Envelope Procedure under Sindh Public Procurement Rules 2010 (Amended 2022). Earnest Money of PKR 25,000 and a non-refundable tender fee of PKR 1,000 are mandatory. The performance guarantee is 2% of the bid price.
Submission deadline is on the 11th of February 2026 at 11:00 AM, with technical bids opening at 11:30 AM the same day at the Office of the Senior Civil Judge-II, Sanghar. Bids must be submitted electronically via the SPPRA e-Procurement (ePAD) portal. Physical submission of bid security and tender fee is required before the deadline. The address for submission and bid opening is the District & Sessions Court Complex, Sanghar.
