Tender Description
Port Qasim Authority (PQA), under the Ministry of Maritime Affairs, Karachi, invites qualified engineering consultancy firms to provide comprehensive assessment services for various PQA buildings. This procurement covers detailed structural evaluation, testing, and remedial design of office and residential buildings constructed mostly in the early 1980s, which have deteriorated due to environmental exposure and lack of maintenance.
The scope includes visual condition surveys, non-destructive and destructive structural testing, preparation of as-built structural drawings, structural modeling and capacity assessment, and designing remedial or strengthening measures. The consultancy will also recommend buildings for demolition where necessary and prepare detailed BOQs and engineer's estimates. The assignment duration is nine months from contract signing, with deliverables linked to staged payments.
Eligible firms must be registered with Pakistan Engineering Council (PEC) under relevant service codes, have an office in Karachi, and be registered with FBR and Sindh Revenue Board with active status. Firms should demonstrate an average annual turnover of at least PKR 30 million over the last three financial years and have completed at least one similar consultancy project of minimum PKR 50 million. Submission requires a technical and financial proposal, including earnest money and CDR as per PPRA rules.
The submission deadline and address will be as per the official advertisement. Proposals must be submitted both physically and electronically via EPADS. The technical bid will be evaluated on experience, methodology, staffing, and financial soundness, with a minimum technical score of 70 marks required to qualify. The financial bid will be opened only for technically qualified firms.
A practical tip for bidders is to ensure thorough site visits during the pre-bid meeting to understand the complex scope and prepare a detailed methodology addressing all testing and assessment requirements. Also, carefully prepare the technical proposal to meet PEC and financial criteria to avoid disqualification. The earnest money and performance security must be in compliance with PPRA regulations to ensure eligibility.
