Engineering Procurement and Construction Contract for Civil Works and Hydraulic Steel Structures for 48 MW Shounter Hydropower Project

The Power Development Organization (PDO) Azad Jammu & Kashmir is procuring an Engineering, Procurement and Construction contract for civil works and hydraulic steel structures under Lot-1 of the 48 MW Shounter Hydropower Project located in Muzaffarabad, Azad Kashmir. This project is financed by the Saudi Fund for Development and involves significant construction activities including civil works and installation of hydraulic steel structures essential for the hydropower plant. The technical scope covers comprehensive civil engineering works and steel structure fabrication and installation at the project site. Bidders must be experienced in large-scale hydropower or infrastructure projects and hold a valid Pakistan Engineering Council (PEC) C-A category registration. Joint ventures between Pakistani firms and Saudi national firms (Class-A) are allowed, with mandatory PEC registration for the joint venture. Firms must also be registered with FBR and ATL. Interested bidders can purchase bidding documents by submitting a written application and paying a non-refundable fee of PKR 50,000 via call deposit receipt in favor of the Project Director. The deadline for purchasing bidding documents is **28th September 2026** during office hours. Technical and financial bids must be submitted by **8th October 2026 at 12:30 pm** at the office of the Project Director, Shounter Hydropower Project, Muzaffarabad. Technical bids will be opened the same day at 1:00 pm in the presence of bidders’ representatives. All bids must be accompanied by a bid security of PKR 225,000,000 in the form of a bank guarantee from a scheduled bank in Pakistan or a foreign bank counter guaranteed by a scheduled Pakistani bank.
