Establish Operate and Maintain Five Refreshment Shops at Jinnah International Airport Karachi

Pakistan Airports Authority (PAA) Karachi is inviting tenders for the establishment, operation, and maintenance of five (05) refreshment shops at Jinnah International Airport, Karachi. This opportunity is specifically for registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. The concession period is five years with a 10% annual enhancement on a cumulative basis during subsequent years. The shops measure 205 square feet each and are located inside the International Departure Terminal, Level-VI, Jinnah Terminal, JIAP Karachi. Items being procured: - Five (05) Refreshment Shops each measuring 205 Square Feet The technical scope includes the full operation and maintenance of these refreshment shops, ensuring quality service and compliance with airport standards. The concessionaire will be responsible for all aspects of running the shops including staffing, supplies, and upkeep. The tender process follows a single stage/two envelopes basis requiring separate sealed technical and financial bids. Eligibility criteria emphasize 80% weightage on technical evaluation. Bidders must provide a written request with CNIC and NTN certificates along with a non-refundable payment of Rs. 5,000 for tender documents. Advance Income Tax will be deducted under Section 236-A of the Income Tax Ordinance 2001. Defaulters of PAA dues are not eligible. Submission must be made in the designated box at the Main Conference Room, Level-VI, Jinnah Terminal, JIAP Karachi by 29-07-2026 at 11:00 hrs. Technical bids will be opened at 11:30 hrs the same day.
