Establishment of Jawan Markaz at Battagram, Mansehra, Lakki Marwat, Karak and Lower Dir

The Sports and Youth Affairs Department Khyber Pakhtunkhwa invites electronic bids for the establishment of Jawan Markaz at multiple locations including Battagram, Mansehra, Lakki Marwat, Karak, and Lower Dir. This procurement is managed by the Directorate of Works & Implementation and will be conducted through the E-Pak Acquisition and Disposal System (E-PADS) online bidding platform under the Single Stage – Two Envelope Procedure. Items being procured: - Establishment of Jawan Markaz at Battagram (Estimated Cost Rs. 155.130 Million) - Establishment of Jawan Markaz at Mansehra (Estimated Cost Rs. 155.130 Million) - Establishment of Jawan Markaz at Lakki Marwat (Estimated Cost Rs. 150.825 Million) - Establishment of Jawan Markaz at Karak (Estimated Cost Rs. 150.825 Million) - Establishment of Jawan Markaz at Lower Dir (Estimated Cost Rs. 155.130 Million) The scope includes construction works for the Jawan Markaz facilities at the specified districts. Bidders must have valid registration with the Pakistan Engineering Council (PEC) in category C4 or above, be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA), and be on the Active Taxpayer List (ATL). The bidder must also demonstrate ownership or lease agreements for key construction equipment such as excavators, rollers, compactors, and concrete mixers relevant to playground works. Bid security of 2% of the engineer's estimate is required along with any additional security as per KPPRA regulations. Technical and financial bids must be submitted electronically via the E-PADS portal before the deadline. The hard copy of the CDR must reach the Directorate of Works & Implementation office at Peshawar Sports Complex near Saddar Peshawar Cantt before the closing date. Bids will be valid for 90 days and joint ventures are not accepted. Bidders must have completed at least two similar projects in the last five years, each worth at least 70% of the engineer's estimate. The last date for submission and opening of bids is 14th October 2026, with specific opening times for each location. The department reserves the right to reject any or all bids with valid reasons. In case of a tie, the successful bid will be decided through an open draw. A practical tip for bidders: Ensure your technical bid is comprehensive and includes all required documentation, especially the CDR and proof of equipment ownership, to avoid disqualification during the technical evaluation phase.
