Establishment of PFA House in Lahore

The Communication & Works Department, 7th Buildings Division Lahore, invites bids for the establishment of PFA House in Lahore through E-Tendering as per Notification No.SOH-I(C&W) 1-49/2023/3652 dated 26.05.2024. This procurement follows PPRA Rule 38 Single Stage Two Envelope procedure, requiring technical and financial bids from contractors/firms enlisted or renewed with PEC for the current financial year in category C-1 or above with codes CE10, BC03 & ME01. The contractor must provide original PEC License with relevant specialization codes; those without will be disqualified. Items being procured: - Establishment of PFA House in Lahore The procurement will be conducted via the Punjab E-Procurement System (https://ep.punjab.gov.pk) developed by PITB. Interested contractors must register on this platform to participate. Tender documents detailing requirements, terms, and conditions are available on the Punjab E-Procurement System and PPRA Punjab website (https://ppra.punjab.gov.pk). Technical and financial bids must be submitted separately, duly signed and stamped, through the online system. Manual bids will not be accepted. Earnest money amounting to 5% of the estimated DNIT cost must be submitted online by generating PSID on the Punjab E-Procurement System. The lowest evaluated bidder will submit a Performance Security/Guarantee of 5% of the bid amount within 15 days of LOI issuance. This guarantee must be valid for 3 months beyond the completion or extended completion time. Conditional tenders or those without earnest money will be rejected. Technical bids will be opened online on the specified date and time in the office of the Commissioner Lahore Division by the Tenders Opening Committee in the presence of bidders or their authorized representatives. Financial bids will be opened after evaluation of technical bids. The procuring agency reserves the right to reject any or all bids prior to acceptance without assigning reasons, as per PPRA rules. The PPRA website (http://eproc.punjab.gov.pk/ViewTender.aspx) will calculate response time from the date of advertisement publication.
