Tender Description
The School Education and Literacy Department through its Project Management and Implementation Unit (PMIU) - SERP II - SID, Government of Sindh, Karachi, is procuring the establishment of Stream Laboratories in 62 existing model schools across multiple regions including Karachi, Hyderabad, Sukkur, Larkana, Mirpurkhas, and Shaheed Benazirabad. This procurement is divided into six lots corresponding to these regions, with each lot comprising the supply and installation of specialized laboratory equipment and furniture for various science streams such as Biology, Chemistry, Physics, Arts, Information Technology, Fabrication, and Solarization.
The technical scope includes supplying a comprehensive range of laboratory items such as microscopes, chemical reagents, scientific models, IT equipment including all-in-one computers and digital projectors, furniture like computer tables and chairs, and solar power systems. The procurement also covers installation, transportation, warranties, and insurance. The project is funded by the Government of Sindh and follows the National Competitive Bidding procedure under SPPRA Rules 2010 (amended).
Eligible bidders must be registered with the Pakistan Engineering Council in the relevant category, possess valid FBR and SRB registrations, and demonstrate relevant experience with a minimum of six similar projects completed in the last three years in the government sector. Financial strength is also evaluated, requiring bank statements and turnover evidence. Bidders must submit technical and financial bids electronically via the EPAD portal of SPPRA, accompanied by a non-refundable tender fee of PKR 5,000 and bid security as specified per lot.
The deadline for bid submission is **5th May 2026 at 02:30 PM**, with technical bids opening at 03:00 PM the same day at the office of the Project Director, PMIU/SERP-II/SID, Karachi. Original tender fees, bid securities, and e-stamping affidavits must be delivered to the procuring agency's office before bid opening. Manual bids are not accepted. The contract completion time is 120 days from commencement, with a final completion date of 15th May 2026.
A practical tip for bidders is to carefully indicate the lot number/region in their bids as failure to do so will render the bid non-responsive. Additionally, bidders should ensure all GST and tax documents are properly submitted with running bills to avoid payment delays. Visiting the delivery locations and understanding the detailed technical specifications and schedules provided in the bidding documents will enhance bid quality and compliance.
This tender offers a significant opportunity for qualified suppliers to contribute to the enhancement of educational infrastructure in Sindh by equipping schools with modern, functional science laboratories and related facilities.
