Establishment of Technical Laboratory in Balochistan

The Energy Department invites electronic bids for the establishment of a Technical Laboratory in Balochistan under PSDP No. 1789 Z2026.0111. This procurement is governed by the Balochistan Public Procurement Rules 2014. Eligible bidders must be active taxpayers and not blacklisted by any procuring agency of Pakistan. Bidders must hold Balochistan Revenue Authority Registration and active FBR registration. The bidder should have completed at least one similar project with a turnover of at least PKR 338,660,000 in the last three years and must be registered with PEC in category C-3 or above, with a limit up to 500 million. Experience in the renewable energy sector, specifically solar street lights, is preferred, with valid ISO 9001:2015 and ISO 45001:2018 certifications. A service level agreement for 24 months post-completion must be submitted.
