Excavation and Transportation of Rock Salt from Tunnel No. 26 at PMDC Salt Mines Khewra

The Pakistan Mineral Development Corporation (PMDC) invites bids for the excavation and carriage/transportation of rock salt from Tunnel No. 26 at PMDC Salt Mines, Khewra. This procurement is for non-consultancy services under a National Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2026. Items being procured: - Excavation of good quality rock salt from Tunnel No. 26 and fragmentation of boulders suitable for loading in tractor trolleys (24,000 metric tons annually) - Loading and transportation of good quality rock salt from Tunnel No. 26 to Khewra Depot including loading and unloading (12,000 metric tons annually) - Loading and transportation of good quality rock salt from Tunnel No. 26 directly to M/s. LCI Khewra including loading and unloading (12,000 metric tons annually) The scope covers excavation, fragmentation, loading, and transportation of rock salt ensuring no mixing of fines (locally called 'soor'). The contract duration is three years with monthly and annual quantity targets. Bidders must be registered on EPADS v2.0 and comply with eligibility criteria including FBR registration, financial soundness, and no litigation affidavit. Bids must be submitted electronically via EPADS v2.0 by Thursday, November 12, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security of PKR 600,000 is required in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft.
