Tender Description
The Engineering Development Board (EDB) under the Ministry of Industries and Production invites Expressions of Interest (EOI) for the Pre-Qualification of all Electric Vehicle (EV) 2-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers for the Pakistan Accelerated Vehicle Electrification (PAVE) Program Phase-II and subsequent phases. This initiative aims to promote local manufacturing, accelerate EV adoption, and support sustainable industrial growth in Pakistan including Azad Jammu & Kashmir and Gilgit-Baltistan.
Items being procured:
- Electric Vehicle 2-Wheelers (EV-2 Wheelers) from OEMs/Assemblers meeting specified technical and localization criteria
The scope includes distribution of electric 2-wheelers with local value addition as per the NEV Policy 2025-30. Technical specifications require Lithium Iron Phosphate batteries, Permanent Magnet Synchronous Motors, minimum range of 60 km per charge, and GPS-enabled data loggers. OEMs must hold valid EDB Manufacturing Certificates and PSQCA Licenses, demonstrate minimum one-year manufacturing experience, sales of at least 200 units, and maintain after-sales service centers across provinces.
Applicants must submit detailed technical and financial proposals through the PPRA E-PADS 2.0 portal by the deadline. A non-refundable submission fee of PKR 5,000 in favor of Drawing & Disbursement Officer (DDO), EDB is required. The pre-qualification will be valid for three years, enabling participation in various PAVE subsidy schemes including cash purchase, bank lease, and government employee installment plans.
Interested bidders should ensure compliance with all eligibility criteria, including FBR registration, ATL certificates, and local content requirements. Technical bids will be opened on September 24, 2026 at 11:30 AM via EPADS. Manual bids will not be accepted. For queries, contact the Project Manager PAVE at EDB Islamabad.
A practical tip for bidders: Register early on the EPADS v2.0 portal and carefully prepare all required documents including product brochures, compliance sheets, and warranty details to avoid disqualification. Ensure your technical proposal meets the minimum 70% passing score in the evaluation criteria to qualify for bidding.
This pre-qualification is a critical step for OEMs aiming to participate in Pakistan's growing EV market under government subsidy programs.
