Providing and Installation of Road Lights at Major and Service Roads of Sector E-12, Islamabad

Capital Development Authority (CDA) invites electronic bids from eligible bidders for the procurement of providing and installation of road lights at major and service roads of Sector E-12, Islamabad. The procurement will be conducted under Single Stage - Two Envelope Procedure as per Rule-27(b) of PPRA Rules 2026. Items being procured: - Providing and installation of road lights at major roads of Sector E-12 - Providing and installation of road lights at service roads of Sector E-12 The scope includes electrical and mechanical works related to road lighting, requiring valid Pakistan Engineering Council (PEC) License Category-4 with specific codes EE-04 and EE-06. Bidders must hold a valid Electrical License issued by Electrical Inspector Islamabad for execution of electrical and mechanical works in Rawalpindi/Islamabad. NTN and GSTN registration with FBR is mandatory. Eligibility and qualification criteria are detailed in the bidding document. The estimated cost of the project is bold PKR 107,934,028. Bid security amounting to PKR 3,238,021 must be submitted in the form of CDR in favor of DDO (P&C), CDA at the time of technical bid opening. A scanned copy of the bid security should also be uploaded on EPADS. The electronic Request for Proposal document containing detailed requirements, terms, and conditions is available for registered bidders on EPADS v2.0 at https://vendors.epads.gov.pk/. Bids must be submitted through EPADS v2.0 on or before November 17, 2026 at 11:00 AM. The bids will be opened on the same day at 11:30 AM. A practical tip for bidders: Ensure your PEC license category and codes are up to date and your Electrical License is valid for Islamabad/Rawalpindi region to avoid disqualification. Also, timely submission on EPADS is critical as late bids will not be accepted.
