Tender Description
The Pakhtunkhwa Highways Authority (PKHA) invites Expressions of Interest for the construction of the Peshawar to Dera Ismail Khan Motorway, a controlled-access 4-lane (2+2) motorway approximately 360 KM long, comprising eight independent segments. This project aims to enhance regional connectivity and establish a strategic transportation corridor for trade and mobility in Khyber Pakhtunkhwa.
The current Expression of Interest is for prequalification of interested parties for the remaining three segments: Segment 2 (Dera Adam Khel to Kohat with Tunnel 01, approx. 5.6 KM, length 18 KM), Segment 5 (Banda Daud Shah to Sor Dag with Tunnel 02, approx. 1.42 KM, length 35 KM), and Segment 7 (Bannu to Yarik M-14, length 94 KM).
PKHA has already completed prequalification for Segments 1, 3, 4, 6, and 8. Interested private parties, joint ventures, and consortia may submit separate prequalification applications for one, multiple, or all three segments. The selected segments will be developed under a Public Private Partnership (PPP) on a Build-Operate-Transfer (BOT) basis. The successful bidder (Concessionaire) will be responsible for financing, designing, constructing, insuring, operating, managing, improving, maintaining the project, and transferring it back to PKHA at the end of the concession period.
Separate Prequalification Documents are available for each segment and can be obtained from PKHA during office hours against a non-refundable fee of PKR 5,000 (US$ 20) per segment or downloaded from the PKHA (https://pkha.gov.pk/) and PDPE (https://pdpe.gkp.pk/) websites.
The deadline for submission of Prequalification Applications is 05/11/2026 till 1530 hours. PKHA reserves the right to reject any or all applications with cogent reasons. For further information or clarification, interested parties may contact the undersigned during office hours.
