Tender Description
This Expression of Interest invites consulting firms to provide specialized services in traffic engineering, urban road planning, tunnel engineering, slope stability, landscaping, architecture, transaction advisory for PPP projects, business development for commercial use of right of way, and intelligent transport systems. The National Highway Authority (NHA) seeks expert consultants to support infrastructure development and management across various domains.
The scope covers technical expertise in traffic modeling, urban road and viaduct design in mega cities, tunnel construction supervision, geotechnical slope stability in mountainous regions, and architectural design of highway facilities including toll plazas and service areas. Consultants will also assist in financial and technical feasibility studies, bid evaluations, and concession agreements for PPP projects. The work demands a strong understanding of regional infrastructure challenges and innovative solutions to enhance highway corridor functionality.
Consultants must be registered with relevant professional bodies and comply with Pakistan's tax regulations, including active FBR/ATL status for the fiscal year 2025-26. Firms should provide affidavits confirming no blacklisting and demonstrate technical competence through relevant project experience. PEC registration and category compliance are essential to meet NHA's shortlisting criteria.
Submission deadline is set for **2024-07-04 23:59:59**. Technical bids will be opened as per NHA's schedule. Interested firms should submit their documents physically at the National Highway Authority's designated office address. Ensure all annexures and supporting documents are complete and properly ordered to avoid disqualification.
Pro-Tip: Carefully review the newspaper advertisement for specific stamp duty and Earnest Money requirements, as these are frequently overlooked and can lead to bid rejection. Also, pay close attention to the JV agreement details and ensure all consortium partners are properly documented and authorized.
