Hiring of Firm for External Audit Services for Fiscal Years 2022-23 to 2024-25

The Balochistan University of Information Technology, Engineering & Management Sciences (BUITEMS) in Quetta is seeking to hire a qualified firm for external audit services covering the fiscal years 2022-23, 2023-24, and 2024-25. This procurement is aimed at engaging a professional audit firm to conduct comprehensive audits of the university's financial statements in accordance with International Standards on Auditing (ISAs) as adopted in Pakistan. The scope includes examination of books of accounts, verification of income sources such as grants and tuition fees, review of internal controls, compliance checks with relevant laws and policies, and preparation of annual audited statements including depreciation schedules and fund management comments. Eligible firms must be ranked Category-A by the State Bank of Pakistan, have affiliation with a reputable international audit firm, and possess a satisfactory QCR rating from ICAP. The firm should demonstrate extensive experience with public sector audits, have a minimum number of qualified partners and staff, and provide detailed profiles of their audit team. Submission requires a non-refundable tender fee of Rs. 5,000 in the form of a bank draft or pay order, along with affidavits confirming non-blacklisting and accuracy of submitted information. The technical and financial bids must be submitted in separate sealed envelopes as per the Single Stage – Two Envelopes Bidding Procedure. The deadline for submission is the 10th of July 2026 by 3:00 PM at the BUITEMS main campus on Airport Road, Quetta. Technical bids will be opened the same day at 3:30 PM in the presence of bidders. Only technically qualified bidders scoring at least 70 marks will have their financial bids opened later.
