National Power Parks Management Company (Pvt.) Limited, based in Lahore, Punjab, invites qualified audit firms to submit proposals for External Audit Services covering three financial years: FY 2026-2027, FY 2027-2028, and FY 2028-2029. The scope includes statutory audits and half-year reviews of the Company and its two RLNG based power plants: 1223 MW CCPP Balloki in District Kasur and 1230 MW CCPP Haveli Bahadur Shah in District Jhang.\n\nItems being procured:\n- Half Year Review of Financial Statements of the Company\n- Half Year Review of standalone Financial Statements for 1230 MW Haveli Bahadur Shah Combined Cycle Power Plant\n- Half Year Review of standalone Financial Statements for 1223 MW Balloki Combined Cycle Power Plant\n- Audit of Financial Statements for the Company for FY 2026-27, FY 2027-28 & FY 2028-29 including compliance with State-Owned Enterprises (Governance and Operations) Act, 2023\n- Audit of standalone Financial Statements for both power plants for the same periods\n- Optional audits for 1st and 3rd quarters of each financial year\n- Review of proforma accounts based on agreed upon procedures\n- Issuance of any other required reports or certificates under applicable laws and negotiated agreements\n\nThe audit services require adherence to the Companies Act 2017, ICAP standards, and the State-Owned Enterprises Act 2023. The contract term starts from signing and ends after adoption of financial statements in the relevant AGMs. The procurement will follow the Quality and Cost Based Method for Selection of Consultants as per the Procurement of Consultancy Services Regulations, 2010.\n\nEligibility criteria include relevant experience, number of audit clients, qualified staff, and compliance with ICAP QCR rating. Earnest money is required via Bid Securing Declaration. Proposals must be submitted by 24th September 2026 at 11:00 AM to the Company's office at 2nd Floor, Malik Plaza, 7-C-1, Gulberg III, Lahore. Technical proposals will be opened the same day at 11:30 AM.\n\nBidders should ensure their proposals are complete, signed, and include all required forms. The Company reserves the right to reject any or all proposals without assigning reasons. A pre-bid meeting may be scheduled if substantive queries arise.\n\nA practical tip for bidders: Carefully review the detailed evaluation criteria and ensure submission of verifiable evidence for technical marks to maximize scoring under the 80% technical and 20% financial weightage system.
