Fabrication, Installation and Calibration of Diesel Storage Tank at State Bank of Pakistan, Banking Services Corporation Lahore

The State Bank of Pakistan (SBP), Lahore (SBP Banking Services Corporation (BSC)) invites sealed bids from eligible bidders for the fabrication, installation, and calibration of a diesel storage tank at its Lahore facility. This procurement is planned for the financial year 2026-27 and aims to enhance fuel storage capacity and accuracy for diesel deliveries. Items being procured: - Fabrication and installation of a diesel tank with a gross capacity of 550 liters (net 500 liters), constructed from mild steel with a 6mm thickness, rectangular shape, and above-ground type with foundation and braces for stability - Pumping and piping system including three self-priming centrifugal pumps with asynchronous motors, piping of mild steel Schedule 40, valves, strainers, and non-return valves - Calibration of the diesel fuel tank as per API MPMS Chapter 2.2A through a third-party testing firm, including physical testing, calibration chart provision, and leak testing The scope includes compliance with API and NFPA standards, use of diesel-resistant coatings, and adherence to HSEQ SOPs with proper PPE usage. The work site is located at 54 Sharah-e-Quaid-e-Azam, Lahore. The contract duration is 180 days with a detailed work program required. Eligibility criteria include experience with at least two similar projects of minimum Rs. 0.85 million in the last five years, financial capability with minimum turnover or bank credit line, and registration with relevant authorities. Bids must be submitted electronically via EPADS v2.0 by 11:00 AM on October 30, 2026, with bid opening at 11:30 AM the same day. Manual bids are not accepted. Bid security of Rs. 48,000 is required. Performance guarantee of 10% of contract price is mandatory. Payment will be made in Pakistani Rupees as per actual invoices. Technical evaluation is 100% weighted under Least Cost Based Selection (LCBS).
