Tender Description
Punjab Family Planning Program (PFPP), under the Health & Population Department, Government of the Punjab, is seeking bids from eligible firms for the hiring of a firm to strengthen Family Planning (FP) services in the private sector. The contract covers identification, training, and management costs to engage practitioners for the Punjab Family Planning Program (PFPP) in Lahore.
Items being procured:
- Lot #1: Center
- Lot #2: North
- Lot #3: South
Each lot requires a bid security of PKR 3,000,000 (PKR 3 million).
The technical scope includes identification of practitioners, provision of training, and management support for strengthening FP services in the private sector. The selected firm will be responsible for implementing non-consulting services as per the World Bank Procurement Regulations for IPF Borrowers. Bidding will be conducted through an open-national, post-qualification, single stage - two envelope process with rated criteria. The evaluation will be based on technical and financial proposals, with the technical part opened first and the financial part kept sealed until technical evaluation is complete.
Eligible bidders must comply with the requirements set out in the bidding documents, including submission of irrevocable bank guarantee/CDR as bid security. Firms must be registered and eligible as per the procurement regulations. The deadline for bid submission is 1st September 2026 at 1600 hours, with bid opening at 1630 hours the same day at the PFPP office, 05-Montgomery Road, Lahore. Pre-bid meeting is scheduled for 18th August 2026 at 1100 hours at the same address.
