Provision of Internet Services for Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad

The Infrastructure Development Authority, Punjab (Establishment of Federal Government Polyclinic (PGMI-II), Islamabad) invites bids for the provision of Internet Services for the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is for non-consultancy services under a National Single Stage-Two Envelope procedure with open competitive bidding and least cost based selection technique. The contract is planned for the financial year 2026-27 with an expected commencement date of November 23, 2026. Items being procured: - Throughput (Internet CIR) 500 Mbps x 24/month - Throughput (MPLS) 50 Mbps x 24/month - Installation Charges (OTC) 1 quantity The scope includes provision of dedicated internet bandwidth with 500 Mbps CIR throughput and 50 Mbps MPLS connectivity over fiber optic cable, with primary and backup fiber links ensuring path diversification and no single point of failure. The ISP must have its own GPON/Long Haul & Metro Optical Fiber Infrastructure within the city and provide 24/7 enterprise NOC facility for complaint registration and escalations. The service uptime SLA is minimum 99.5% with strict latency, packet loss, and jitter requirements. Installation, configuration, testing, and maintenance of all equipment and civil works including fiber laying, splicing, and restoration are the responsibility of the ISP. The internet connectivity will be terminated at the designated server/IT room of the hospital building. Eligibility criteria include valid registration/incorporation under Pakistan laws, active tax registration, bid security of PKR 100,000, non-blacklisting affidavit, and technical qualifications such as CVAS or TIP license, upstream active NNI contracts, and proof of infrastructure and client base. The bidder must provide a performance guarantee of 10% of contract price in the form of bank guarantee. Bids must be submitted online through EPADS v2.0 by October 23, 2026, 03:00 PM. Technical bids will be opened the same day at 03:30 PM. Manual bids are not accepted. Financial bids of only technically qualified bidders will be opened later. The contract duration is two years with quarterly payments in PKR inclusive of all taxes.
