Tender Description
The Directorate General Mines & Minerals in Peshawar, Khyber Pakhtunkhwa, is procuring consultancy services for a comprehensive feasibility study. This study aims to establish regional value addition and processing units for mineral resources under a Public Private Partnership (PPP) mode. The scope includes four zones for metallic minerals, two zones for industrial minerals, two zones for gemstones, and a gemstone lapidary facility. The consultancy firms must submit sealed technical and financial proposals covering all zones collectively, as individual zone applications are not permitted.
The technical scope involves detailed feasibility analysis for setting up processing units that add value to mineral resources in the province. This includes assessing infrastructure, technology, market potential, and financial viability for the PPP projects. Bidders should be reputable consultancy firms with relevant experience in mineral resource projects and feasibility studies. Registration with FBR and ATL is essential, and firms blacklisted by federal or provincial bodies will be considered non-responsive.
Bidding follows a single stage, two envelope procedure as per KP Public Procurement Regulatory Authority Rules 2014. Technical and financial proposals must reach the office of the Director Exploration, Directorate General Mines & Minerals, Peshawar by 11:00 AM on 4th May 2026. Technical bids will be opened the same day at 11:30 AM in the presence of bidders or their authorized agents. A pre-bid meeting is scheduled for 23rd April 2026 at 2:00 PM at the Director Exploration office. Earnest money in the form of 2% bid security as call deposit in favor of the Directorate General Mines & Minerals is mandatory. Incomplete bids will be rejected.
