Tender Description
This tender invites bids for the upgradation and special repair/renovation of Federal Government Lodges, Hostels and 48 Family Suites located in Islamabad, under the Estate Office Management. The scope includes boundary wall construction, sewerage system improvements, and landscaping works, falling under construction and plumbing categories. The project is critical for maintaining government accommodation standards in the capital city.
The works involve comprehensive civil construction activities such as reinforced cement concrete foundations, brick masonry, plastering, flooring with vitrified tiles, aluminium window and door installations, and sanitary fittings. The site is spread across multiple federal lodges and hostels, requiring careful coordination and adherence to engineering specifications. The project demands high-quality materials like 2mm thick anodized aluminium, ICI Dulux paints, and master make PVC pipes, ensuring durability and compliance with British standards. The contractor must manage excavation, concreting, finishing, and landscaping with precision, addressing challenges related to site access and maintaining operational facilities.
Bidders must be registered with the Pakistan Engineering Council (PEC) in category C4 or above for the fiscal year 2025-26, with specialized codes CE-01, CE-09, and CE-10. They should have completed at least three similar projects worth Rs. 100 million in the last three years. Compliance with FBR/ATL requirements and submission of a bid security of Rs. 3,000,000 in the form of a Call Deposit Receipt (CDR) is mandatory. The tender follows the Public Procurement Rules 2004 and requires submission through the EPADS v2.0 portal.
The submission deadline is set for 11:00 AM on **April 23, 2026**, with bid opening at 11:30 AM the same day via EPADS. Physical submission of the original bid security is required at the Estate Office Management, 1st Floor, Shaheed-e-Millat Secretariat, F-6/1, Islamabad. The contract duration is 45 calendar days from signing, with a 10% performance guarantee and liquidated damages of 0.10% per day for delays up to 10% of contract value.
