Frame Work Contract for Local Purchase of Medicines and Surgical Disposables for Govt. Mian Meer Hospital Lahore FY 2026-2027

The Medical Superintendent of Govt. Mian Meer Hospital DHQ Lahore invites single stage two envelope e-bids through EP Punjab from eligible firms and agencies with a sound financial background, involved in pharmacy business and having a shop at Lahore with comprehensive storage facility and a valid retail drug sale license (Category A) on Form 9 for supply of drugs, medicines, and surgical disposables under a Framework Contract for Local Purchase for the fiscal year 2026-2027. Items being procured: - Frame Work contract for Local Purchase of Medicines (Multi National) with estimated cost Rs 1.5 million and bid security Rs 30,000 - Frame Work contract for Local Purchase of Medicines (National) with estimated cost Rs 5.0 million and bid security Rs 100,000 - Frame Work contract for Local Purchase of Medicines (Medical Devices and Surgical Disposable items) with estimated cost Rs 3.5 million and bid security Rs 70,000 The contracts cover supply of medicines and surgical disposables as per annexed lists (Annex A, B, and C) attached to the tender document. Bids will be processed on the basis of maximum discount percentage from retail price fixed by DRAP in light of LP guidelines issued by Health & Population Department SOP/EP&C/6-5/2026/Misc dated 11 June 2026. Bidders must quote discounts against the market price notified by Drug Control Wing through the Directorate of Drug Control Punjab. Bid security must be valid for 180 days in the form of CDR, Pay Order, or Demand Draft from a Scheduled Bank of Pakistan. Hard copies of bids must also be submitted in the office of Medical Superintendent before bid opening; otherwise, e-bids will not be accepted. Bids will be opened in the presence of bidders' representatives who attend the bid opening meeting. Funding is provided by the Government of Punjab, District Health Authority, Health Council, and Health Insurance Program. Taxes will be deducted as per government rules. The PPRA website (http://eproc.punjab.gov.pk/viewtender.aspx) will be used for response time calculation. Bidders are advised to carefully prepare their bids according to the detailed instructions and ensure timely submission of both electronic and hard copies to avoid disqualification. Attend the pre-bid meeting on 17th September 2026 at 1:00 PM and submit bids by 22nd September 2026 at 10:00 AM at the Medical Superintendent office, Govt. Mian Meer Hospital Lahore.
