Tender Description
Rawalpindi Development Authority (RDA), Rawalpindi invites contractors registered with Pakistan Engineering Council (PEC) in category C-4 & Above and CE-10 for the financial year 2026-27 with valid registration under FBR and PRA to participate in an Open E-Tendering process through the Punjab e-Procurement system (https://epp.punjab.gov.pk). The tender is for a Framework Agreement for Rehabilitation / Repair of Roads, Footpaths, Storm Water Drains, Manholes & Road Marking at different roads of Rawalpindi city under Group-A: Road Work.

The estimated cost including PRA charges is Rs. 68,983,836/- with an earnest money requirement of Rs. 1,379,674/-. The completion period is 12 months. Contractors must be registered on the Punjab PPRA website and submit bids through the Punjab e-Procurement portal strictly following the Single Stage Two Envelope procedure. Technical bids will be opened on 29.10.2026 at 12:00 pm, and financial bids at 12:30 pm on the same day. Physical bids are not accepted. Earnest money must be submitted in the form of a Digital Online Payment via the Punjab e-procurement system or CDR, Pay Order, Demand Draft. Performance Security of 5% in the form of a Digital Performance Guarantee will be required from the successful contractor.
The bid is valid for 120 days. The procuring agency reserves the right to reject any or all bids prior to acceptance as per PPRA rules. Bidders must quote rates against each item of DNTT/BOQs in their financial bids. Bids quoting less than the estimated cost will be rejected.
