Framework Contract for the Procurement of Disposables, Surgical Dressings, Medical Devices and Anesthesia & ICU Items

The Specialized Healthcare and Medical Education Department, Government of the Punjab, Lahore, invites bids for a framework contract for the procurement of disposables, surgical dressings, medical devices, and anesthesia & ICU items for the financial year 2026-27. This contract aims to ensure the availability of essential medical supplies for hospitals and institutions under the administrative control of the department, promoting uniformity, standardization, economies of scale, and value for money. Items being procured: - Surgical Dressings - Medical Devices - Anesthesia & ICU Items The procurement will be conducted through an e-Procurement System with a single-stage two-envelope bidding procedure as per PPR-2014. The pre-tender conference is scheduled for 15-09-2026 at 11:00 AM. The last dates for bid submission are 06-10-2026, 07-10-2026, and 08-10-2026 respectively for each lot, with bid openings half an hour later on the same days. Bidders must be manufacturers or sole importers of foreign principals, registered with relevant authorities and tax departments. A bid security of 0.5% of the estimated cost of quoted items/lots is required electronically via the e-Procurement System. The bidding documents containing detailed specifications, quantities, and terms will be available after publication and after the pre-tender conference on the department's website http://health.punjab.gov.pk and the Punjab Procurement Regulatory Authority portal http://ppra.punjab.gov.pk. Bids will be opened in the presence of bidders' representatives at the designated office. Bid validity is 180 days from the opening date. Hard copies of e-bids are not required. The procuring agency is not responsible for any failure in submission due to technical errors. Lot-wise submission is allowed but bids will only be evaluated if submitted in the relevant lot. The department follows Punjab Procurement Rules 2014 (amended) and Punjab Procurement Regulations 2024.
