Framework Contract for Provision of Human Resource & Operations and Maintenance of 227 Water Filtration Plants in Gujrat Division

Punjab Saaf Pani Authority (PSPA) invites E-Bids by uploading PDF files from contractors and firms registered with the registration system available on the e-Procurement portal having valid license from PEC in category C4 & Above with relevant code ME-06, and registered with FBR & PRA (NTN and PNTN) for e-Procurement on Punjab e-Procurement System (eP). The procurement is for a framework contract for provision of human resource and operations and maintenance of 227 water filtration plants in Gujrat Division for 4 months, extendable for a further 8 months. Items being procured: - Provision of human resource - Operations and maintenance services - 227 water filtration plants in Gujrat Division The bidders must download bidding documents from the official EP website https://ep.punjab.gov.pk without paying any fee. All e-bids must be accompanied by a bid security amounting to Rs. 1,534,000 (2% of the estimated cost). The bid security submission will be processed digitally through the eP system and transferred via 1Link or bank guarantee from any scheduled bank in Pakistan in favor of Director General (O&M), PSPA, transmitted to BOP by the issuing bank via SWIFT on MT 760. The bidding process follows a single stage two envelopes procedure. Only technically responsive bidders will qualify for opening of financial bids. Financial bids of technically nonresponsive bidders will remain unopened. The procuring agency may reject all bids or proposals at any time prior to acceptance under Punjab PP Rules 2014 (Rule-35). Conditional bids will not be accepted. Bids will be valid for 120 days. The e-Bids submission date and time is 26th October 2026 at 01:00 PM, and the opening date and time is 26th October 2026 at 01:30 PM.
