Tender Description
This tender invites bids for the supply, installation, and commissioning of diesel generator sets at multiple Sindh Institute of Child Health and Neonatology (SICHN) sites including Karachi, Mirpurkhas, Azam Basti, Shahdadpur, Mirpur Mathelo, Qamber, and Sujawal. The procurement covers three generator capacities: 500 KVA, 200 KVA, and 100 KVA, each complete with acoustic canopies, control panels, ATS/AMF panels, power and earthing cables, exhaust extensions, and earthing systems. The generators must be brand new, prime rated, and suitable for continuous operation under local climatic conditions with a preference for products manufactured in the USA, EU, or UK.
The technical specifications demand high-quality diesel engines with electronic governors, Leroy Somer brushless alternators, microprocessor-based control panels with remote monitoring, and robust acoustic canopies ensuring noise levels around 70-75 dB(A). Installation includes full electrical and mechanical integration, load testing, and client staff training. Delivery timelines range from 30 to 60 calendar days depending on the site and generator size.
Bidders must comply with PEC registration category C-5 or above, provide valid FBR tax returns for the last three years, and demonstrate relevant experience with at least three successful projects in both private and public sectors. OEM authorization and after-sales service capability in Pakistan are mandatory. The bid security is 2% of the estimated procurement value per generator category, and performance security of 5% is required upon contract award.
Submission is via the EPADS online portal with a non-refundable tender fee of Rs. 5000. The bid validity period is 90 days. The technical proposal will be evaluated first, and only technically responsive bids will have their financial proposals opened. The lowest evaluated bidder will be awarded the contract. The submission deadline is 10 February 2026 at 10:30 a.m., with bid opening at 11:00 a.m. at the SICHN office in Karachi.
Pro-Tip: Ensure all mandatory documents including OEM authorization, tax returns, and bid security are complete and submitted as per the specified formats on EPADS to avoid disqualification. Also, verify the exact stamp duty requirements for contract signing as per the Stamp Act 1899 to prevent delays.
