Geotechnical Investigations and Multiple Civil Construction Works for Establishment of Federal Constabulary (FC) Headquarters at Sector H-11, Islamabad

The National Engineering Services Pakistan (NESPAK) (GT&GED) invites sealed bids from eligible and qualified bidders for the procurement of geotechnical investigations and multiple civil construction works for the establishment of the Federal Constabulary (FC) Headquarters located at Sector H-11, Islamabad. This procurement is planned for the financial year 2026-27 and is identified by tender number P124246. Items being procured: - Mobilization and demobilization of at least two straight rotary/heavy percussion drilling rigs with allied accessories - Execution of boreholes: four boreholes up to 35 m depth, two boreholes up to 25 m depth, four boreholes up to 20 m depth, one borehole up to 15 m depth, four boreholes up to 10 m depth, eight boreholes up to 8 m depth - Continuous core drilling (NX Size) in bedrock up to 10 m depth - Performance of Standard Penetration Tests (SPTs) in boreholes - Collection of relatively undisturbed soil samples using Denison/Pitcher/Shelby samplers - Excavation of test pits at various depths - Performance of field density tests by sand replacement method - Collection of bulk composite soil samples from onsite and borrow area test pits - Collection of water samples from boreholes - Laboratory testing including sieve analysis, hydrometer analysis, liquid and plastic limits, bulk and dry density, consolidation with swell pressure, direct shear test, unconfined compression test, uniaxial compression on rock samples, point load test, modified AASHTO compaction, 3-point soaked CBR, sulphate content, chloride content, organic matter content, and complete chemical analysis of water samples The scope includes field and laboratory work to be completed within 41 days, with mobilization of equipment and personnel, site investigations, sample collection, and testing. The successful bidder will provide a comprehensive geotechnical investigation report including borehole and test pit logs, sample summaries, and detailed laboratory test results. The work will be supervised by NESPAK engineers and geologists. Eligibility criteria include valid PEC registration, FBR and PRA registration, proof of financial soundness, relevant experience with at least five similar projects in the last three years, availability of required equipment, qualified key personnel, and HSE policies. Bidders must submit bid security of PKR 85,000 in the form of pay order or bank draft in favor of NESPAK. Bids must be submitted electronically through the EPADS v2.0 portal by 1400 hours on October 5, 2026. Technical bids will be opened the same day at 1430 hours.
