Grant of Rights for Installation, Operation and Display of Digital Streamers/SMDs at Multiple Locations in Sialkot

Horticulture Agency Sialkot invites sealed bids from well-experienced and reputable firms, companies, and contractors having relevant experience in installation, operation, maintenance and display of Digital Streamers/SMDs. The procurement is for granting rights for installation, operation and display of Digital Streamers/SMDs at designated locations in Sialkot for a period of 5 years. The procurement will be conducted through Single Stage–Two Envelope procedure in accordance with Punjab Procurement Rules, 2014 and other applicable Government/PPRA rules. Items being procured: - Paris Road: 50 poles, LED size 6' x 3', Bid Security Rs. 324,000, Reserve Price Rs. 3,240,000 per year - Shahabpura Flyover: 31 poles, LED size 6' x 3', Bid Security Rs. 200,880, Reserve Price Rs. 2,008,800 per year - Jinnah Flyover: 55 poles, LED size 6' x 3', Bid Security Rs. 356,400, Reserve Price Rs. 3,564,000 per year - Sial Flyover (Sublime Chowk): 65 poles, LED size 6' x 3', Bid Security Rs. 427,680, Reserve Price Rs. 4,276,800 per year - Muzaffarpur Flyover: 76 poles, LED size 6' x 3', Bid Security Rs. 492,480, Reserve Price Rs. 4,924,800 per year - Pul Aik Hajipura, Daska Road (Walking Bridge): LED size 6' x 45', Bid Security Rs. 150,000, Reserve Price Rs. 1,500,000 per year The scope includes installation, operation, maintenance, electricity arrangements, repair and allied expenses which shall be borne by the successful bidder. The contract is for 5 years with a 10% increase in annual tenancy each year. Only technically qualified bidders with a minimum qualifying score of 75 out of 100 in Technical Evaluation will be considered for opening of Financial Bids. Bid Security equivalent to 10% of the respective Reserve Price in the form of CDR is required. Bidding documents with complete specifications and eligibility criteria are available at the Horticulture Agency Head Office against payment of Rs. 5,000 (non-refundable). Sealed bids must be submitted by 10-09-2026 at 11:00 AM and will be opened the same day at 12:00 PM at the Horticulture Agency office opposite Anwar Club, Sialkot. Bidders should ensure timely submission and compliance with all terms and conditions. The Managing Director reserves the right to amend or cancel the tender without assigning any reason.
